TRICARE Prime vs. Select: A Separate Credentialing Strategy for Military Care

Status: Draft

Your TRICARE provider enrollment strategy must account for the plan and region. The regional contractor’s network process and credentialing review shape where your providers can serve, how referrals reach them, and how claims move.

1. Prime and Select create different network demands

For standard TRICARE T-5 regions, Humana Military manages the East and TriWest Healthcare Alliance manages the West. Each contractor handles its own network participation process, including provider recruitment, review, contracting, and claims administration. Check the official TRICARE region information and the applicable contractor portal before starting an application. Requirements and processes can vary by region and plan year.

  • TRICARE Prime is managed care. Civilian care generally follows a primary care manager (PCM) model. Specialty services typically require a referral and pre-authorization, and Prime beneficiaries are generally directed to network providers.
  • TRICARE Select offers PPO-like flexibility. Beneficiaries can use network providers for lower out-of-pocket costs or, in many cases, TRICARE-authorized non-network providers. Some services still require pre-authorization.

TRICARE’s referral and pre-authorization guidance lays out plan-specific requirements. A missed referral or authorization can create payment problems and disrupt care.

2. Confirm authorization and network participation separately

TRICARE-authorized status is not the same as network participation. Certification helps establish that a provider meets applicable TRICARE requirements. Network participation also requires the applicable contractor’s review and agreement. Humana Military’s provider certification FAQs explain that certified, non-network providers may serve certain beneficiaries, while Prime generally requires network participation, an authorization, or use of the point-of-service option.

In the West, TriWest likewise outlines separate certification and network processes in its provider guidance. Do not treat an application submission or certification notice as proof that a provider is in-network. Confirm the provider’s approved status, location, specialty, and contract directly with the regional contractor.

3. Use a practical enrollment checklist

Before seeing TRICARE patients, confirm:

  1. Region and plan: Identify the beneficiary’s region and whether the patient uses Prime or Select.
  2. Contractor process: Use the correct Humana Military or TriWest provider portal and application.
  3. Provider requirements: Submit the requested licenses, qualifications, supporting documents, and location details.
  4. Network agreement: Confirm whether the provider needs network participation and verify that contractor review and contracting are complete.
  5. Care routing: Train staff to check Prime referral and authorization requirements and Select service-specific rules.
  6. Claims and maintenance: Verify claim submission procedures, authorized locations, provider records, and recredentialing or renewal timelines.

A useful reminder from our guide to managing enrollment workloads: consistent tracking and follow-up help prevent applications and updates from slipping through the cracks.

Veracity Take

Treat TRICARE as a region-specific enrollment workflow, not a CAQH-only task. A provider who appears ready to bill may still lack the network agreement, service-location approval, or Prime referral pathway needed for a clean claim. Build the contractor’s requirements into your onboarding checklist, and verify status before scheduling patients.
