Oregon’s top commercial payer priorities
1. Regence BlueCross BlueShield
Regence is a leading commercial payer in Oregon and a strong statewide priority for practices serving employer-sponsored, Marketplace, and Medicare Advantage populations. Start here when your patient base spans Portland, larger metropolitan areas, and regional communities.
2. PacificSource
PacificSource remains especially important in Central Oregon and other regional markets. Its commercial products, Medicare Advantage offerings, and Medicaid operations make it a high-value payer for practices seeking broad local access.
Lane County requires special attention. PacificSource Community Solutions stopped serving as a Coordinated Care Organization (CCO) in Lane County after January 31, 2026. Most affected Oregon Health Plan members transitioned to Trillium Community Health Plan on February 1, 2026, according to the Oregon Health Authority’s transition guidance.
3. Providence Health Plan
Providence continues honoring current contracts and coverage through the end of 2026. However, it announced that it will stop selling or renewing most Individual, Family, and employer commercial plans for the 2027 plan year. Providence Health Plan also stated that it is evaluating a partner arrangement for Providence Health Assurance Medicare Advantage members.
Veracity Take: Keep Providence active in your 2026 enrollment plan, but track contract notices, product changes, and network updates closely. Your practice needs a replacement strategy before 2027: not after a patient loses in-network access.
4. Moda Health
Moda remains a significant Oregon commercial payer, particularly for practices serving Portland and surrounding communities. Include Moda when employer-sponsored and Marketplace coverage represents a meaningful share of your expected volume.
5. Kaiser Permanente Northwest
Kaiser is a major priority in the Portland metropolitan area. Its integrated model makes accurate location, specialty, provider, and facility information especially important during enrollment and directory maintenance.
Medicaid: OHP enrollment plus regional CCO participation
Oregon Health Plan participation begins with the Oregon Health Authority. OHA’s OHP provider enrollment page directs providers to verify NPI status, identify provider and specialty codes, submit the appropriate forms, and track applications through the MMIS Provider Portal.
CCOs serve more than 90% of OHP members. OHA enrollment does not place your practice in every CCO network. You must contact the CCOs serving your counties and complete their network participation process.
Prioritize:
- Trillium Community Health Plan for Lane County OHP access.
- PacificSource Community Solutions in regions where it continues operating.
- Health Share of Oregon and other regional CCOs based on your service locations.
- OHP fee-for-service enrollment when your patient mix or referral relationships require it.
A practical 2026 enrollment sequence
- Confirm your NPI, taxonomy, service locations, ownership data, and Oregon licenses.
- Maintain an accurate CAQH ProView profile for commercial payer applications.
- Prioritize Regence, PacificSource, Providence, Moda, and Kaiser based on local volume.
- Enroll with OHA before pursuing applicable CCO participation.
- Verify Trillium and other regional CCO requirements directly.
- Track Providence contract developments and Lane County payer transitions.
- Review payer directories and remittance data after approval.
